                The Legislative and Parliamentary affairs Department emerged as an independent Department of the Secretariat of State of Gujarat on the 1st November, 1993. It has been entrusted with the combine functions of Legislation and Parliamentary Affairs, the functions formaly performed by the erstwhile Legal Department.

 

Legislative Functions

                Legislation is our core responsibility. Apart from the function of legal drafting, legal scuitny of the draft proposals and consideration of legislation in the form of Acts and Ordinances; subordinate legislation in the form of statutary rules, orders,regulations and notifications, this department is entrusted with the responsibilities of proceedures involving introduction, passing of Bills till they become Acts of the State Legislature and published in the Official Gazette.

This department is also entrusted with the responsibility of codification of Laws and their printing and publication, from time to time.

 

Pariliamentary Affairs Functions/ Responsibilities

 
To summon and prorogue sessions of Legislative Assembly.
Preparation of programme for the sessions of the House of State Legislature.
To convene and co-ordinate legislative and other Government Business in the Legislative Assembly.
Constitution and implementation of the Informal Consultative Committees relating to different departments.
Review and follow-up of the implementation of answer relating to Assembly questions, petitions, Call attentions, Notions, Adjournment motions prepared by departments.
Co-ordination of action taken by departments on the reconmmendations of committees of Legislatures.
To advise on matters relating to powers, privileges and immunities of the members of Legislatures, Parliamentary Procedures and Affairs.
Emoluments of Members, Presiding Officers and Deputy Presiding Officers of the Legislature.
To maintain liaison between leaders and whips of different parties.
To maintain liaison with departments where necessary for matters relating to Legislature.
To circulate on the tables of Assembly/Council reports of different Departments.
Allocation of Government time in the House for discussion of motions by non-official members.
Nomination of Members of Legislature in Committee and Bodies constituted by the Government.
Other Parliamentary matters may be entrusted from time to time.
